The main objective of this architecture is the harmonisation of National Bodies activities on the European level as well as increasing their effectiveness. From the perspective of the National Body, the architecture defines its roles, functions, and processes. From a governance and compliance assessment point of view, it defines the minimum requirements to be met at the national level in aim to achieve the harmonisation of National Bodies activities as well as their interoperability at European level. The National Body Reference Architecture aims to support the National Bodies<br/>by providing guidance to set up national body by taking into account the requirements at national level and requirements for harmonisation at European level<br/>by establishing trustworthy relationships between Data/Service providers, NAP operators and national bodies<br/>by facilitating the engagement with Data/Service providers for submitting self-declarations to the NAP<br/>by establishing a governance structure that does not require a centralised approach. <br/><br/>By using National Body Reference Architecture the following benefits for the National Bodies are expected:<br/>enabling collaboration between national bodies on the European level by providing harmonised terminology and procedures<br/>various possibilities for improving the system specification, identifying gaps and harmonising newly emerging needs<br/>facilitating the inclusion of new systems or their components by using the functional system description<br/>possibilities to create an architecture for a National Body, either from scratch or by adapting an existing one<br/>taking into account user’s needs<br/>improved planning of the implementation phases and goals for documenting<br/>comparing with achieved results from implemented National Bodies.<br/><br/><b>In this reference architecture the term "National Body" is used to refer to both "national body" and "competent authority" used in the delegated acts. </b>A National Body has to be appointed according to Delegated Regulation (EU) No 886/2013 (SRTI) and (EU) No 885/2013 (SSTP). According to Delegated Regulation (EU) 2015/962 and (EU) 2017/1926 Competent Authorities of the Member States shall carry out the compliance assessment. Terms National Body and Competent Authority are used in the delegated acts to refer to an entity performing similar tasks.<br/><br/>A National Body (NB) typically refers to an organization, institution or entity that operates at a national level. These bodies are established by the government or recognized by authorities to oversee, manage, regulate or represent various aspects of national affairs. In this context the main task of a NB is to support the quality of mobility data and services by an assessment process. This includes receiving self-declarations, performing randomly selected compliance assessments, and reporting to the Member State.<br/><br/>In line with the legal framework of the ITS Directive 2010/40/EU and related Delegated Regulations, a NB operates in the field of mobility.<br/><br/>This project has received funding from the European Commission’s Directorate General for Transport and Mobility under Grant Agreement no.
